Richard Blackburn

Richard was appointed Group Chief Risk and Compliance Officer in April 2025.

Richard has 35 years’ experience in the financial services sector and has been with HSBC for over 20 years, most recently as Global Head of Traded and Treasury Risk Management and Global Head of Risk Analytics. Prior to this, he held a number of senior roles, including Regional Chief Risk Officer for Europe and MENAT; Chief Risk and Compliance Officer for Global Banking and Markets; Chief Risk and Compliance Officer for Global Commercial Banking; Chief Financial Officer for Global Markets; and Head of Global Markets, Asset and Liability Management.

Outside HSBC, Richard served as International Treasurer at GE Capital and as Group Treasurer at Henderson Asset Management.

Richard is a Fellow of the Association of Corporate Treasurers and holds a master’s degree in materials engineering and a Diploma in Industrial Studies from Loughborough University. He is a member of the Financial Markets Standards Advisory Board and a former member of the Association for Financial Markets in Europe Prudential Regulation Board.
